joseph gutierrez, PE, PMP, CCMPRESIDENT / PROJECT MANAGER
Joe has been in the industry for over 30 years and specializes in planning, design and construction of water and wastewater facilities. He has served as Senior Project Manager and key Project Engineer for design and construction of pipelines, pumping facilities, storage reservoirs, and sewer facilities in the Southern California region.
He has performed construction observation, construction management, and resident engineering duties on large water and wastewater projects with construction costs up to $180 million. He is fully certified as a Project Management Professional (PMP), knowledgeable in every facet of business and project management in accordance to the Project Management Body of Knowledge, advocated by the Project Management Institute (PMI). |
BRADley DYBEL, PE, GE, CEGCONSTRUCTION ENGINEER / INSPECTOR
Bradley has over 30 years of experience in various assignments in civil engineering, geology, and geotechnical engineering in California and Nevada. His experience includes geologic and geotechnical engineering peer review for municipalities, forensic investigations, preliminary geologic and geotechnical engineering investigations for buildings, commercial development, highways, repair of slope failures, and observation of grading and deep foundations. In recent years, Brad has performed construction inspection duties for miscellaneous wastewater improvement projects for various agencies in Southern California.

NANCY HEIM, PESENIOR PROJECT ENGINEER
Nancy has worked in the engineering industry for over 35 years. She has been involved in a wide range of civil and environmental engineering, including water reuse projects and assessments, field studies, and evaluation of water and wastewater related programs and procedures. She has extensive experience in technical writing and has authored and co-authored several technical manuals relating to water and wastewater issues. Her experience includes work with numerous cities and special districts as well as projects requiring close coordination with agencies such as railroad companies, Caltrans, US Army Corps of Engineers, and Department of Fish and Wildlife.
Nancy is an exceptional Project Engineer with a master’s degree in environmental engineering and a bachelor’s degree in civil engineering from the University of Southern California. |
MATTHEW MCCORMAC, EITPROJECT ENGINEER
Matthew joined JIG in 2018, after receiving his Bachelor's Degree in Civil Engineering at UCLA. He is proficient in both AutoCAD and Civil3D, and is equipped to be a crucial asset for our team’s design projects.
Matthew has assisted in designing numerous water and wastewater infrastructure improvements for many local municipalities across southern California. His innovative problem-solving skills allow him to find creative solutions to engineering challenges. Additionally, Matthew’s role in team management is essential within the organization. While ensuring new hires are up-to-date with the latest tools and techniques in civil engineering, Matthew oversees training for new team members demonstrating his dedication to skill development within the company. |
Robert O'CampoSENIOR CAD DESIGNER / CONSTRUCTION MANAGER
Robert is a seasoned Senior CAD Designer and Construction Manager with over 30 years of experience working with public clients and private developers. Recently, Robert worked on a project for the City of Downey with a scope of $1.5 million. He managed internal teams to deliver efficient and superior project results. As a Senior CAD Designer, Robert oversaw projects from concept to completion with an eye for detail and quality. He has successfully managed a team of professional engineers and architects to efficiently complete projects within schedule. He is also a creative problem solver, helping clients save money, time, and resources through smart design solutions. His innovative solutions helped his clients with up to $1 million dollars in savings on construction costs.

Vincent Valparaiso is a skilled Senior Civil Designer with valuable experience in key areas of civil engineering. Prior to joining our team, he worked at the West Basin Municipal Water District, where he gained hands-on experience in feasibility studies, condition assessments, and preparing Request for Proposals (RFPs), skills that continue to enhance the quality and efficiency of our projects.
He holds a degree in Environmental Engineering, providing him with a strong technical foundation and an understanding of sustainable infrastructure solutions. His background in public infrastructure has given him a deep appreciation for the role of engineering in building resilient, community-focused systems. He remains a valuable contributor to our team and an asset to every project he supports. |
KImiko Stafford, eitSENIOR CIVIL DESIGNER
Kimiko Stafford is a skilled Civil Designer who has been a valued member of the JIG Consultants team. Her previous experience at Irvine Ranch Water District, combined with her strong AutoCAD proficiency, has contributed to the quality and accuracy of our technical deliverables.
At Irvine Ranch Water District, Kimiko worked on a variety of engineering projects, gaining practical insight into project implementation and a well-rounded understanding of engineering processes. She also developed exhibits for presentations and reports, showcasing her ability to support communication and documentation efforts effectively. At JIG Consultants, Kimiko provides support in drafting precise and detailed plans, ensuring that all technical drawings meet project standards. Her attention to detail, reliability, and collaborative approach make her an integral part of our design team. |
Katelyn NguyenMARKETING / PAYROLL
Katelyn serves as a public relations representative, manages marketing and business development, and oversees office operations. She conducts records audits and statistical research to develop comprehensive strategies. She has worked in different capacities for private companies and public agencies, all dealing with and presenting to the public. Her role in the engineering profession is providing support for community meetings, public awareness, and consent agreements. Prior to her role in engineering, she worked in academia for international students developing marketing publications and communications in various modalities, financial review, and faculty services.

Emily is a seasoned leader with over 19 years of experience managing large teams, developing talent, and overseeing operational excellence. She has successfully led teams of up to 300 employees while driving performance, enhancing employee engagement, and cultivating strong workplace cultures.
With a strong background in employee development and operational leadership, Emily is known for her ability to align people strategies with organizational goals and implement effective management practices. She excels in mentoring future leaders, building collaborative teams, and ensuring a strong foundation for continued team and organizational success. |

Ellie contributes hands-on design experience and a collaborative spirit to her role as a civil designer. She has supported infrastructure projects in the private sector and brings additional perspective from her community-focused work with the City of Anaheim.
Her foundation in civil engineering includes early exposure to hydraulics and structural design principles, which she has applied in technical coursework and real-world design challenges. Ellie also brings leadership and outreach experience through her involvement in organizing community initiatives with nonprofit organizations. |
